The locomotive gear ratio does not appear to be set correctly. The steam engine runs too fast for this rather slow speed. It is so loud that you think the steam boiler is about to explode.

I think you may have been fooled by the magnificent head-on shot using quite a long lens, which gives the effect of a lower speed than is the case. The number of revolutions in the exhaust beat remains constant for a given speed.
