Someone discovered that if you get people hooked on a product and then slowly drip content instead of just giving it to them in one volume, they'll make more money.

Is he saying that the Core Rule book won't be available at launch? Just a basic starter rulebook?

sounds like a boxed set, with enough rules and background to get started.
Oh man you got me all excited... and then I checked when Gen Con is. Well, at least I've got time to read some romances. 😅
