lol The best referees in the world will have issues with this rule, even with slow motion replays. And are we asking defenders to be aware if there is a another defender between them and the goal? If there is, you can reach for the ball if attacker in possession, but if not, you can't. sigh A hand near an opponent's hip underwater may on may not mean they are holding the suit or maybe the attacker was holding defenders hand? And not allowing an an attempt to reach for a ball passed in the air towards both players in most situations would never be worthy of a free throw let alone a penalty. sigh..
