I don't. He must be playing with disasters off to keep Acid rain away. Oh, and his trash is in the streets or hes paying the neighbor to take them. take your pick. Also all his citizens aren't getting water. He keeps checking to see if he has fresh water and if its the problem. But, his citizens aren't out there carting buckets of water. They want it from there faucets. There pipes. The IE consumption of intake of pipes must process enough for citizens. Points for making residents live far away from the nuclear power plant and the industrial zone. Negative points for not attracting a higher end workforce so all living are poor. Points for a maximum security prison contract and a city one. But, negative points for not placing a police station outside of the prisons to capture escaped inmates. Some more negative points. This guy built a marina in the bay near his pumping station. Hes supposed to build it near houses. He didn't seal the water flow ether for all pumping stations so the water pressure doesn't flow back well. Basically he connected some, but didn't seal them. Also he built his maximum security prison across from his pumping stations. To build a plant to clean the pollutants out of the water which has been poisoned by his industrial section he will need to tear down the maximum security prison. See, you want the plant to clean the water near sources of water so water is properly cleaned and purified. See hes having trouble attracting higher end citizens because they like * More commercial work versus industrial. * Lower polution. * shorter driving distances between services although they don't want to live ontop of industrial services or utility buildings. Do you notice how the living situation has a high turn over where people move in and out? Its citizens who are looking for a new beginning. They leave once they have achieved it. Wiseville is a town for the poor who are looking to restart. Poorer environment lends to poorer living costs do to a lack of clean air, longer distant transportation, a lack of alternative transportation. Notice how he has a thing up for alternitve day driving? Its a law to offset traffic requiring driving on certain days to force the use of carpools. This happens when there is too much traffic and not enough passage. The player is also refusing the medical research center. I wouldn't say no too it. It raises pollution, but it provides higher end work as well as money to the city. Notice how it says City Aura is low? This means for reasons varous cititzens are not happy with the city environment. Polution, and crime, as well as poorer drinking water lends to it. His maximum security prison has no police station, and cross roads on the highway lack a police station therefor highway crime is popular such as car theft on the highway from poor citizens. If he checks his police coverage it will show RED.

You don't need water, police or fire dept early on, especially for low density zones.

can u play this on windows 10? or no?
