Yup, I got fun when the female reporter approached to him, he barks at her immediately, those little dogs are very possessive, they got on defensive position when somebody approached to his owner, I have one before.

Google translates that name badge as "Cartridge". IE "Patron" in Romanised Ukrainian alphabet, means Cartridge in English. Probably a bit more of a meaningful name, I would think it is more akin to saying "bullet" in English.

I think the writing on the dog's coat is simpler than that, the writing on the dog's vest is English written with Cyrillic letters, it's the transliteration of the word "Patron", it isn't Russia or Ukrainian for bullet or cartridge, it is sort of like 'patrons' [but it isn't the right word in either Russian or Ukrainian]. Someone who sort of knows English just used their basic language skills to find similar Cyrillic letters, that happens a lot in Ukraine. What's often funny is completely non-English speakers wearing t-shirts with totally inappropriate English writing, I remember seeing a little schoolboy who had given his teacher a t-shirt with a really rude English word across the front, both the kid and his teacher have bright smiles on their faces in the photo.
