is it overclocked or not? i5 3570 locked will give same perfromacne? and is 350 w psu enough?

Do you get bottleneck upon looking at very far distance structure? i have same gpu and pretty much same performance on 1080p med only i face fps drop all the way to 8 when starring far structure.
