It depends on the electron in the outermost shell.. Like if a metal Or any compound has only 2 electrons in its outermost shell then it need 6 more electrons to complete its octet but this is not possible because it needs more energy.. So it loss electrons and attend the noble gas. And complete its octet

Mam how can you say that Copper and oxygen are neutral before combining

Neutral meaning the protons equal the electrons. They are in their natural atom configuration which, in the case of oxygen and copper means they do not have a full outermost electron orbital and are hence unstable hence reactive. They are not ions which have lost or gained electrons to gain a full outer electron orbital and become stable. When they become an ion they gain or lose an electron/s. Ions are no longer neutral because they have more/less electrons than the number of protons in the nucleus.
