It’s because the goalie, despite knowing ovi will often take a one timer, has to respect the fact that their power play has shooters everywhere and can’t ignore the fact that any of them can score and catch the tendy off guard.. if he only focuses on ovi then they will score on the other side. That’s what makes ovi so good on the power play.. he is able to take advantage of the fact that their power play is catching the attention of the other team and he can catch them off guard with his insane one timer
