So many pieces of Batman history within this scene, especially with the Joker himself. Stagg Industries, a corporation heard in Arkham Knight. Joker’s Journal, something he also does in the 2019 movie. Joker becoming sane, White Knight. Joker becoming sane after Batman being gone, The Dark Knight Returns. That classic joke, the Killing Joke. Joker dying with a sharp object in his eye, The Dark Knight returns. They’ve definitely done their homework.

Stagg Industries is actually from the comics tho. It's a competitor to Queen, Wayne and Kord Industries. Its owner, Simon Stagg, has ties to organized crime, supervillains and illegal bioenhancement experiments

It’s actually happened in the comics before. Joker mortally wounds Batman and he falls into a river floating away. Joker realized that he didn’t have anything else to live for so he becomes sane and actually gets a girlfriend who moves in with him and they love each other and live happily for a while. Turns out Batman lived and was just recovering. So when Batman comes out of the woodwork to stop a crime (idk which one every crime ever has happened in Gotham), joker kills his girlfriend after seeing it on the news and returns to crime.

Happens in the Dark Knight Returns universe too. After Jason's death, Bruce quits being batman for years, and the Joker goes catatonic in Arkham. When Batman returns, Joker instantly springs back into action as well.

The way Jason was so sweet and supportive to this random man’s problems in the beginning, but doesn’t hesitate literally seconds later to stab him straight through the eye says a lot about Jason’s morals as a character. He’s not edgy and cold as people like to pretend he is, he can be nice and funny and friendly to people he doesn’t think are evil.

There are definitely problems with the fact that Batman doesn't kill Joker but hey, why the fuck hasn't the state just even quietly had someone shoot him? And his own because while he's in the emotional state he's in during the movie. He's not fit to decide who lives or dies because he runs the risk of killing becoming his primary problem stopper.

It's mentioned that Joker can't exist without Batman/vice versa. TAS, Joker purposely robs a bank just to draw Batman's attention and the moment he realizes Bats doesn't show he tells Harley and his goons to put the jewelry back. He goes along the lines saying "Without Batman, crime has no punchline." In Flashpoint, Bruce's death triggers his dad to become Batman and ironically, his mom to become the Joker. In the Red Hood, Batman mentions that if he were to kill Joker (or anyone for that matter) he'd go down a path he could never return from. Joker is even a representation of Bruce's inner insanity, a grown man in a cape going around fighting crime isn't sane and despite Bruce's tough demeanor he has a no kill rule. Of course, again going back to The Red Hood reference, Bruce going down a path of vigilantism would cause him to go insane just like Joker. To conclude, Joker becoming somewhat normal when Batman dies isn't a surprising thing.

This is a bit of a issue with comics. Due to the time, number of writers and different interpretations both official and fan, the idea of a coherent history is difficult to pin down. In this particular interpretation yes. In others no. All in all it comes down to what people feel is cannon. Or what is made cannon within a contained pocket universe of the Batman mythos. Its the same issue with Greek mythology, Arthurian legends or different telling's of Romance of the Three Kingdoms: when something goes on for so long everyone has their take. I mean if something is going to have a past, it might as well be multiple choice?

The canonicity of The Killing Joke is messy. Clearly, Joker did cripple Barbara in the canon. But, the story itself appears to be non-canon. Although, I don't think he killed the Joker in that story. It would weird for Batman to go from "Let me help you." to "I'm going to break your neck.".
