You can't expect this in LGU's run by corrupt mayors and public officials, with the exceptions of Marikina which is always awarded as the cleanest and greenest city in Metro Manila.

If they can't do it then they shouldn't be running for mayor and people should not vote them in position! The taxes collected for the cities should be used to improve the infrastructure of the city and quality of life of the constituents. All cities should strive to be clean and green. If the people are stubborn and won't follow city ordinances ,the lgus should not be lazy and enforce the laws!
