They don't because it could restrict the driver from not being able to escape out of the window. They use them in other vehicles but in rally they have trees, rocks, everything in nature that can possibly mess with the release mechanism on the netting and could trap the driver and co driver. Also on a rally there's usually no one to help get you out so having a net to prevent escape, from like a fire is dangerous. I think theres more reasons why they dont use window nets but these are a few.

The guy in the second clip is gonna love that ankle when he hits 40ish. And on a lot of these (wheelchair guy i.e.) what kind of lame a** safety measures were those? Throwing an old piece of foam mattress at him? Some real genius at work there. At least it keeps the paramedics, medical helicopters, surgeons, etc. gainfully employed.
