I don't think anyone would be punished, as RTO themselves PASSED the vehicle and allowed that color. They would probably just STOP the registration of NEW cars for that color. Even might be possible that they would allow a time-limit. That is if companies already have a few stocks of that color, they will allow that and after that they will be asked to stop manufacturing that color again. No one is going to ask you to repaint the car. Just like how if non-BS6 models become illegal doesn't mean they ask the already owners to make their vehicles comply with it.

The repainting should be done by the car makers, it's them who knowingly has played with words and got this case raised. A lot of people won't know about these regulations, not everyone is a law nerd.
