Just a note, There is a HUGE difference between fumed silica and regular crystalline silica. In Canada crystalline silica is a designated substance and is in the same family as asbestos - requiring respirators etc. So the fumed designation is very important.

Would it be okay to premix the silica and linseed oil into a jar or would it harden or deteriorate over time? I think i'd like to avoid it in its powdered form as much as possible.

It will likely only keep well in a paint tube... but if you watch the following couple videos I share where I get it pre-mixed and -tubed :)

How is it different from solvent free gel that Gamblin sells? I wonder if that’s an easier substitute.

According to Gamblin's webdite, their solvent-free gel is made with "safflower oil and alkyd resin", which is probably pretty different handling than fumed silica. The tubed version of what I mix is easy to buy from Natural Pigments, I demo it on my blog here:

Stand oil alone is too thick/viscous, but you could try a mixture of half stand/half linseed oil.
