Will it be worth it moving canada for study's and part time jobs as i have heard from Many people that canada is getting deficient in jobs is it true?

I have applied to more than 50 plus jobs through indeed and distributing the resume at various stores, still there is no response from most employers. I have worked through agency's but they don't have constant opportunities and sometimes after reaching the company, they ask to go back home as they don't need candidates for today.
