If power is out for days or longer. What happens if citizens need pay their water, gas, electric bills, rent or more. Without power to get receipt of payment and posted as paid. Will creditors, landlords, and others go stir crazy charging late payment fees due to power outage? I walk in city hall to pay water bill. Not everybody can pay online or give credit card over phone payment. No way to pay. How we get get from being SLAMMED??????
