I've cleaned up around dumpsters too, so they wouldn't start locking them. If I catch someone doing that, it's gonna be a problem for one of us.

Insulated wire where I'm from, its cheaper to toss it. Scrap prices are low. We're on an island, far from any plants. So prices aren't the same as somewhere with a foundry nearby.

That lighting ballast was an electronic one. The older style with more copper are electric and you can tell because they are much heavier and usually are a bit more rounded in design style from the 80s and earlier.
