    The other commenting people are right: you can't really call that a garden. It is a green roof. Call it that. Some call for additional plants here. Yes, that would be awesome and there are good projects out there that grow food in cities. In general though, I'd say: better a green roof than a gray one! It is a good step. In fact, some form of roof green should be mandatory.
