Wrong. That was written as of arc 4's release and it didn't count Satella. Ram with horn is weaker than Regulus, Reid, Volcanica and probably Pandora. It's also possible that Cecilus is stronger than her.

Author once said that Ram with horn could be the 2nd strongest character (That time Reid, Volcanica and a lot of the characters hasn't writen. And even if she is stronger as power scaling to Pandora and Satella those two can still defeat her with haxes) The ones that can't solo are Rosswaal and Volcanica due to having very close power to one person before them. Also maybe Hector can't too.

Read Re:Zero Wrath IF. Both Halibel and Cecilus are stronger than Roswaal by a large margin. My bro Cecilus decimated Roswaal in 2 strikes, first wasn't serious and only took his arm, 2nd was instant decapitation. Cecilus also took on nerfed Reinhardt and heavily damaged him.

Isn't he restricted by law to prevent him to cross countries? Pluck also answered this by saying that Reinhard is just a knight, not a hero stating that Reinhard don't reach the place where he is needed the most. This is the key feature of his character that he can't save everyone even though he can solo everyone.

i mean we saw an example in Arc 5 that Reinhard isnt always the answer. its also been said that Reinhard tried to reach the watch tower and failed which means he wouldve been useless in arc 6, other than potentially killing Reid which Julius did anyway. also reinhard cant enter Vollachia by law so he couldnt help in arcs 7 or 8

Depending on what you gauge as strength Subaru has by far the most effect on the world, as seen by the multiple if routes. He can destroy the world if he chooses to, and even though he didn’t kill Reinhardt he still technically won in pride.

I'd recommend reading from the start, there's a lot of small details and characterisation that the anime just couldn't include (especially Subaru's internal monologues). Arc 3 had quite a bit of cut content, some of which is important to the larger story, some of which isn't. Then season 2 also had A LOT of cut content

Volcanica 6. Sehkmet 7. Puck, could be interchanged with sehkmet 8 Regulus 9. Cecilus (Wilhelm in his prime would be here) 10. Arakiya (she can blow peoples heads up with mater magic just by looking at them) 11. Hector 12. Halibel 13. Julius (he gets an insane powerup) 14. Roswaal 15. Garfiel 16. Current Wilhelm 17. Emilia 18. Beatrice Pandora is unknown, we dont know the full extent of her abilities

Minerva Fun fact: I'm pretty sure that, excluding Satella, Minerva has the highest kill count of the witches of Sin despite being the weakest. Has to do with her Authority, which the anime doesn't go into. As for where Elsa places, if we're looking at everyone who has existed in the past 400 years and take into account everyone we've seen up to the latest Arc, I imagine she's maybe top 30 or 40, kind of hard to place her

There are still many considerations, such as the 'if' routes being created before the new arcs. It's possible that the author may change certain details that remained open to interpretation, like Cecilus from the Wrath Route who could have become stronger than he currently is, since there isn't an exact metric for when the actions take place. The same goes for Halibel. As for Rooswal, he's a mage; in terms of versatility, he's number one, but not in terms of strength, especially considering his low resistance and inability to heal. As for Ram, honestly, she doesn't fit into the list because the author hasn't found an appropriate space to introduce her yet, making everything highly speculative. Could she have great power? Possibly, but what if there's another aspect the author left open to interpretation? Lastly, I would place Satella ahead of Reinhard since she will likely live much longer than him, and combining her influence, accomplishments, and powers, she surpasses what Reinhard represents by far. The only reason she doesn't dominate everything is because she chooses not to.

I agree either way some of the placements but other placements could’ve been better

The important Point is, that it's Ram if she'd still had her Horn.
