I also recommend declaring an interest in the Belgium region. Both BE and NL are good for imports of various things, Belgium for your industrial goods, notably iron, coal, tools, good for stabilizing your economy early, and the netherlands for colonial goods. I find those imports essential at the start when you to rapid modernization of production methods.

20:55 the conquer state war goals are not primary war goals so you could backdown without losing territory. also tech spread is still very good. every innovation point you get over your cap gives you 0.2 tech spread, but as this is across 3 categories you effectively get 60% of the innovations, and this has no cap. You can also get 25% tech spread from the power blocks and another 25% from the freedom of speech law, so stacking these can get you absurd research speed. The one and only downside is it cannot research techs that no one else has, so it is great as a catchup mechanic but not once you are ahead.
