The hunters in the game aren't actually dead. It's the dark counterpart of survivors and the only people who can see those counterparts are those under the influence of the drug that was given to the survivors before the game started. At least that's how the lore goes. That's why Orpheus and Weeping Clown got their own hunter counterpart. The effects of the hallucinogens were making the survivors see their teammate as a hunter. Soon Melly (Entomologist) will get her own dark counterpart too
