Worse thing is that he is being forced to get rid of the cats. He's probably been really lonely and the cats became his companions. 35 years ago when I was a kid, neighbors helped each other. Because it's his home. You can offer to help but if he refuses you can't just step in and do what you want even if it would be better. And many elderly people become very set in their ways they absolutely will refuse. And the law gives them very broad latitude to do what they want. It sounds like the town is finally stepping in because the rats don't respect boundaries and they do carry diseases.
Instead of judging this older man people need to come up with a solution to help him. You can humanely trap the rats and take them to a different location or in the cats case get them to homes where they can have a happy healthy life. And help this elderly man with his yard or any other thing he needs since our elderly are the reason why we are here. They deserve respect.

I can hear Hoarders breaking down this man's door.
My parents had rats in their old granary turned chicken coop. They solved the bulk of their problem by accident when my dad forgot to put the lid on the half empty chicken feed barrel. The rats absolutely went nuts and pigged out and then couldn’t jump back out. My mom counted 60 rats before losing count. They hauled the barrel out to a particular middle of nowhere, away from human habitation, and dumped them. The local predators were thrilled.

@@ObservationofLimits First, a lot of chickens aren’t particularly bold, especially bantams. There’s a reason a cowardly person is called a chicken. Second, the rats are nocturnal while chickens are diurnal, so the rats weren’t even out when the chickens were awake. Third, rats are fast and good at dodging and hiding. The granary basement had storage in addition to the chicken coop. The rats lived in the stone foundation. Fourth, these were bantam chickens, not secretary birds. Look up the difference in size between bantam and standard chickens. They’re not that tough with their little beaks and scratchy but not particularly strong feet. I can carry and restrain a bantam with one hand, and I’m an average sized woman.

@@Martiniiiiiiiiii It depends on how he is keeping his cats. Animal shelters have more than 20 cats and dogs they care for daily. The rats themselves are going to cause smells in the area. So, it _could_ be that the neighbors are _causing_ the rats to go to _his_ yard. He should be complaining about them. It’s his source of food. Sorry to say it. But he’s breeding the cats for food. And he’s collecting rats for food as well. Probably selling them to restaurants for profit. Just because he’s 82 doesn’t mean he’s innocent or doesn’t know what’s going on. Let’s be smart.
I’m pretty sure that someone in the neighborhood is a hoarder because that would 💯 explain that. If you’ve watched the show Hoarder’s you know what I’m talking about.
Why doesn’t the city help with the rat infestation and unsanitary conditions for a 85yo person? Houston stays in the news lately.

Unfortunately, rats breed faster than cats, and too many people, don't realize that ! (Also, some people came to this country, from one that considers them a DELICACY, and some of the 'Prim and Proper' people, don't want to 'Offend' THOSE people, even if it costs them their lives! My father fought in the Korean War, and the South Koreans had a saying, "Kill a rat, STARVE a Chi-Com Village!" Nowadays, it's: "Injure a rat, the BIDEN'S, WILL hunt you down !"
Rats carry disease. The city should arbitrarily exterminate ALL the rats & send the homeowner the bill. If the land owner fails to pay, put a LEIN on the house to cover the cost of pest control. This problem is compromising the health & safety of the entire neighborhood. 🚫🐀
FRUIT RATS are NOT like ground rats. They come out at night to feed in the fruit trees. His trees need to be trimmed and picked. It sounds like it overwhelming

the neighbors need to pool the money to pay for a service to clear everything out.
I'd ask the neighbors to turn off cameras, and steal the dog. no animal should have to suffer like that. and if the government agency's won't help, u gotta take it into ur own hands. i had a neighbor who would beat her horse and goat and leave them tired out on a line. I liberated them and took them to my pasture. she tried to come back and get them and I said, I'll give ya 50 bucks. They lived a pampered life until they passed. (and yes, I could have gotten into trouble but I'm an animal lover.
So what’s the update

If you have pets, leaving pet food out, it will attract rodent & they are proficient breeders. Same thing with bird seeds, it will attract them. So don't leave either out. Or make sure they are in sealed containers .

I have been seeing a lot of negative stuff coming out of Texas. I am going to just start commenting “another big L for Texas” every time I see reasons to stay as far away from Texas as possible. It doesn’t seem that long ago that Texas was trying to be its own country by seceding from the union. Now it seems like Texas needs a therapist.
Just a thought: whoever is handling the situation shouldn’t poison the rats and also use cats, or all the cats will also die a painful death.

Good practice too.
*It’s common knowledge HOW they all got there!* If you have 1 adult female rat and 1 adult male rat on January 1st, by December 31st you’ll easily have 1,250 rats. In a three year time span, that original pair will ultimately be responsible for creating 500,000 rats. Half a million rats in three years!!!!! Female rats can have 6 to 7 litters of rat pups a year, with liter size being between 5 to 12 pups. The pups mature to adulthood and are capable of reproduction in less than 3 months. It’s simple math and science.

I live in the country. I've seen hawks take people's pets if they were outside. Cats, even small dogs!
My brother in law had roof rats that ran across the roofs in the neighborhood. Had to set traps
He's got rats because (1) his house is filly of garbage, or (2) he has a lot of fruit trees on his property with a lot of rotting fruit. In the mean time, the neighbors could get some pellet guns and spend a few evenings plinking rats off the fence and trees.
Rats are aggressive. They will not only fight cats (as witnessed in other youtube videos) but they fight back with humans as well. Get humane animal traps. Hang chicken wings in the traps. Take the captured rats far away to an open field. As for the cats definitly work with SPCA to find homes for the cats.
