An easier way to get the flamingo on the rails is to do the trail rail challenge, if you fall of it brings you back on, all you have to do is quit before you get to the flamingo and you’re good

There's a time trial you can do and it will spawn you on there but you can quit the trial so you'll be up there

If it's the one that looks like it's right next to the office building, it's actually sitting on top of the railing that's like a story off the ground that's connected to the building.
