I think the traders are not refusing to pay the taxes but it is the distrust and oppressive enforcement of the tax regime. The government should have dialogue with the private sector to assess the impact of their policies but it feels like they are not listening to each other

In agric, u buy 1kg of seeds at 10,000. And at harvest u sell at 500 per kg. Fertilizers and all farm inputs expensive cause we do import Agric input. But exporting maize is tag of war. Maize is lotting in stores and cribs. Uganda zaabu

President Museveni government tax regimes are not only aimed at continuing with the industrialisation of Uganda but also to enhance it.First.the tax regimes encourage the importation of pharmaceuticals tax free into Uganda.But this will stop as soon as Ugandans can start producing them.Seconly the tax system is aimed at stimulating local production.Before the NRM for example came to power ,export of coffee was taxed.But NRM stopped this and this increased the revenue from coffee export.Thirdly importation of machineries are tax free because they😅 are used for production in Uganda Fourthly .importation of raw materials into Uganda are tax free because they encourage import substitution since values are added to them in Uganda.fifthly importation of finished goods that can be produced in Uganda are taxed.This is aimed at protecting local industries.President Museveni address were also knowledge-enhancing with the step by step analysis of the processes and benefits of value addition.And President Museveni advised all who are still importing taxable items to consider producing them locally as was done to the production of milk.

His address was correct i had not gotten a chance to listen to this. But however all traders can't trade internally as their would be an influx. Plus some of the material produced within is not of good quality. So this man needs to adjust a bit on the taxes from personal consumed items imported

The traders are highlighting the issue like the low threshold for vat registration. You have to be making a certain amount to be registered. In Uganda this amount is relatively low so adversely affects small business operations
