The slide step, and in this case, the slide step round kick, is used to quickly, and relatively safely, close the distance between you and your opponent. It is also used to meet an oncoming opponent with some momentum to stop an attack.
1. From your Muay Thai stance, lift your lead leg off the ground and at the same time, use your rear leg to thrust your body forward, sliding towards your opponent. Keep your chin down and hands up and out to protect your head. The lead shin should be in a horizontal position, and you will bump or strike your opponent’s frontal position, across their hips or upper legs to prevent oncoming strikes from an opponent.
2. From here as you nullify your opponent’s forward momentum, you can decide whether you want to force the clinch to use knees and elbows, or quickly drop into fighting position to punch and kick. You can also use the move to stall your opponent.
Using a slide step round kick is a tricky way of hiding a burst forward, as there is no “tell” move prior to executing the slide step.

A lot of thais actually use this technique. Buakaw has used it a lot of times against a lot of opponents, sanchai does as well. Lerdsilla is probably one of the best muay thai fighters that uses this technique

What scenario would this be used for? It would have been helpful to understand the times one would use the skip step kick

To close the distance, or even intercept an opponent who is moving forward to close the distance.

I've never seen this technique in Muay Thai fights or training. Which major MT fighter uses it?

0/0 would get killed. It reminds me of the defensive knee leg clip while clinching. As a foward attacking move 😂
