    This lecture reminded me of Elon musk interview where he said engineers are made to design with so much factor of safety that reiterations of safety process actually created bottlenecks in the system. Process reformers should actually be appointed in each govt business and offices. There are so many practices those are so redundant and useless that it’s frustrating, resource consuming, and attracts middlemen for no reason. Start with building permissions, food license, liquor license, Public sector banks. Kudos for removing compulsory police verification for passports too!

    This is an excellent point and deserves urgent attention! I worked as an R&D lead in a US big oil company in the US. safety meetings, periodic online exams, etc., quite unnecessary because most staff and officers who were there for making money (90+%) enjoyed these non-productive times, given that there were hardly any hazardous laboratory works.

    Police verification is not removed. But the need of signed stamp from a gazetted clown is removed. Police verification is sensible and still applicable.

    Kudos to Mr Sanyal. Another way is to basically accept that any act pre 1947 could not be designed for transparency. Every act should not get amendments. They have to be rewritten because great areas were created ( and remain) and designed very carefully. By design no final decision could be made unless the sahib returned from shikar. The entire bureaucracy loves old laws.

    Fact there are many processes which is not essential .see I was in govt set up being govt doctor to visit abroad file goes to minister And file will never cone back and u can't visit. GOING abroad even for srilanka is going to America. Process is too long that people will not tell and go and if some one is caught you are suspended or they will harass you .similarly time scale promotions are given and to get scale file goes to secretary level and they behave like God .I had to approach high court to get first acp scale .This is so frustrating that people will not like to join govt service. Similarly to get LTC file goes to secretary same fate Similarly transfer file to cm and it is difficult to change statation and u have to bribe. System of purchase of drugs is outdated Head of state hospital is vested with 2000 Rs power. How u can run hospital . No chairs no ac no coolers in state run hospital I

    No need to blame politicians because they come and go. It's the bureaucracy that will not allow change and so they will prefer amendments for which it is easy to add another appendix subject to another condition.

    Actually it's the rules framed by bureaucracy which defeats the purpose of the law enacted by the legislative. Standing Committees of Law Ministry should also review the Rules framed under a law after the enactment of a law is over.

    in rural india sustainaible development should be there not the city type, organic building , library , plumbing , organic crops , indigenous seeds .....freight trains , good roads , organic art and craft textile but necesssary gadgets , useful mechanisation to replace tedious job but nothing on industrial strnght which causes mononply, destroy resources , ecology , mental , physical health

    Sanjeev ji We need a Sushasan Divas, one day in a Year when administrative issues are reviewed. All Forms of all departments should be reviewed and complaints received and discussed. All Ministers, MPs, MLAs, & Gazetted Officers should fill up at least 1 [ one ] form pertaining their department, i.e., Minister for External Affairs should fill up a Passport Application, Finance Minister must fill up an IT Return or GST Return. etc. All Govt websites should be reviewed and complaints answered. All complaints, grievances, etc., pending for more than say 1 or 3 months must be cleared.

    @@milindu8919'Removing' in my original comment meant removing the mandatory provision i.e. making it voluntary. There are a lot of legal requirements which effectively exist merely to act as a source of income for lawyers. Unfortunately they have a strong lobby. Hence I don't see the mandatory provision going anywhere.

    Gst तब ज्यादा effective हो पाएगा। जब gst की एक दर 14 से 15 परसेंट रखी जाए। अभी कोई भी दुकानदार बेचता महंगे gst product है लेकिन CA वकील की हेल्प से कम gst प्रोडक्ट की सेल ज्यादा दिखाता है। for example किरयाने वाला बेचता कुछ है दिखाता कुछ है। जब एक दर होगी। उस दिन उसे ईमानदारी से भरना पड़ेगा। फिर केवल कैश ही एक अपवाद बचेगा। एक डर लागू होते ही इकॉनमी 2 साल में ही 3rd लार्जेस्ट इकॉनमी हो जाएगी।

    Yes. He has just relabeled something, which almost everyone in the government has been doing since long. Also as he is in the EAC, he is expected to find such lacunae to bring out 'process reforms'. They are not as novel as he is projecting them to be.

    In fact, Process Function in Organizations is the most disrespected function, particularly, the IT Industry as bloated egos of the technical guys think that they are a gift to the nation. A lot of smoothening of the flow of work happens due to many process changes. The Function also does not get the support of the Top Management in many organisations. Through out the presentation, I was feeling the Dr Sanyal is boasting a lot about the entire work as if he invented a new stream in Economic Reforms. He should look at the Manufacturing and IT industries for the process activities that are done.

    BJP had initially opposed the GST introduced by Congress. The Insolvency and Bankruptcy Code provides relief to wealthy individuals who owe money to taxpayers.

    BJP did NOT oppose GST per se. In fact the first mention of GST was in the last year of Vajpayee government. However when you replace excise by GST, the states rhat produce more than they consume are lovers as far as tax goes. So Gujarat and Tamil Nadu (which by the way is NOT a BJP state) wanted assurances from Congress government that their revenue loss will be compensated st least first few years. Congress was unwilling yo give that assurance. Jaitley did. Please do not spout the deliberate lies and disinformation spread by Congress.

    Insolvency and Bankruptcy Code does NOT provide relief to the wealthy. They lose their companies which go to new owners and money is given to creditors. Example Shashi and Ravi Ruia had to sell Essar Oil. Dhoot had to sell Videocon. Earlier a company could be loss making, its employees and creditors including MSMEs would suffer while the owner continued to live large.
