    Necro cards are put into your hand at the beginning of your end step. You still gain priority in your end step. You get to do whatever you want, as long as you can take those actions at instant speed. The end step is really important, especially in cEDH, when it’s common to hold up instant speed actions until the end step of the player before you in turn order. Understanding where you get priority in a turn is key to properly sequencing your actions

    Dress Down is a great example of a card that you want to cast at the end step prior to the turn of the player you want to disrupt.

    @10:40 Since the priority wasn't explained well, all the necro draws were "end of turn triggers" putting the card from exile into hand. He has priority after each one resolves.

    513.1. The end step has no turn-based actions. Once it begins, the active player gets priority. (See rule 117, “Timing and Priority.”) Has this guy never seen someone resolve Necropotence? It's also not that hard to just look up the rule.
