Speaking is an art and especially when devices like Rhetoric, verbal irony, juxtaposition, motif, metaphors etc are used along with some extraordinary content then surely the impact of that speech could be huge on the audiences. In countries like Pakistan, majority of people are charged with emotions, religious zeal and addicted to conspiracy theories and thus they are often deceived and exploited by these cunning, sharp but intellectually hollow individuals who basically know how to struck the nerves of their naive audiences.

Regarding HEC's new PhD policy, it doesn't really matter if you start a PhD after a Master's/M Phil or a four-years bachelors degree because most PhD programs in Pakistani universities are (please excuse my language) utter crap. I know this because I was in one and it was absolutely shit and the worst part was that I didn't even know it was shit. I dropped out of it and started my PhD all over in an American university. Most people who do their PhDs in Pakistani universities find it very difficult to contribute anything meaningful at the highest academic level. I see this when Pakistani scholars submit abstracts for my panels on academic conferences; what to talk to abstracts many "PhD scholars" from Pakistan can't even draft a professional email. Most PhD programs in Pakistani universities do not produce "doctors." They produce "quacks." I wrote about it (under a pseudonym) a few years ago: www.dawn.com/news/1145987/of-doctors-and-quacks-getting-a-phd-in-pakistan Of course, there are exceptions in terms of universities (LUMS comes to mind) and scholars but I can count the names of these scholars on the fingers of one my hand. In my opinion, the HEC should discontinue ALL PhD programs in ALL Pakistani universities. Instead, all of HEC's time and effort and money should go into ensuring quality undergraduate education. Those who are interested in pursuing a PhD should be trained to apply to universities in places like the US and Europe where most universities fund their PhD students. Pakistan does not need so many PhDs; it's a really misguided point of view that Dr. Attaur Rehman promoted. Instead, Pakistan needs young professionals who are well-trained in whatever field they choose in their undergraduate studies.
