I always love the implication that the surveyor character is from our world and doesn't know anything about the game world that they are occupying. Even when walking past a literal skeleton of a dragon or fighting off a poor man clearly charmed with Vampire's Seduction when the basement of Alva's house has a literal coffin in it, barely any acknowledgement of the fantasy-type world that is being lived in. It's great lmao

worth noting that this is the first town in Skyrim weve seen with no homelessness. Even the man who went out of his way to burn his own house down was immediately given new lodgings. love to see a community that looks out for its less fortunate members

I disagree with that decision. Hroggir ( henceforth referred to as "the victim") clearly separated his own head in an attempt to evade the Enumerator's (henceforth referred to as "the suspect") axeblade directed at his neck but was unable to reconstitute his neck after the fact leading to his death. The death of the victim was therefore explicitly caused by the violent actions of the suspect. I also rebuke the suspect's claim of self-defence; he entered the building the victim was residing in, unannounced and uninvited, breaking the lock instead of acquiring the key. The victim had every reason to believe the suspect was a thief or other intruder with hostile intent, and had the right to defend his residence with violence under the Skyrim Castle Law of 156 4e My recommendation to the Morthal Guard investigating the death of the victim is to continue pursuing the murder charge. The work of the officials of the Bureau of Labor is important but their authority is not and cannot be considered unrestrained. Upon entering a private citizen's residence the officials must announce themselves and declare their official business and legal authority to enter in order to prevent future incidents such as this. Thank you
I initially misread the title as 'Morthal has a 10% EMPLOYMENT rate' and didnt even question it. Morthal was such a depressing city that 90% unemployment sounded about right to me

I applaud the Bureau for releasing the bodycam footage of the incident even before there was public outcry for it. Setting a good example, at least in that respect.

Glad they ruled in favor of the surveyor. Hroggar was a dangerous man and was not acting within his rights.

Burning down your home with your family inside and preemptively decapitating yourself is no way to behave.
The mundanity of the employment survey series (contrasted with the setting) is a large part of its charm, but I did enjoy the little change of pace that came with the enumerator getting into a fight. And the implication that this government employee just carries around a huge axe at all times. I'd like to imagine it was issued by the bureau.

See, situations like Hrogar are exactly why the surveyor needs to work on their illusion skill for the calm spell so we can better ascertain employment while also not decreasing employment potentially.

I will never get tired of Austin standing right in front of someone while muttering “damn it where’s my pen?” and shuffling through his papers.
i'm so glad that he immediately let us know that the dead guard at the beginning wouldn't actually qualify as unemployed and that it was just a little goof, a bit of humor for the gang. i appreciate that he knows we're all as concerned about accurate enumeration as he is

that made me think of the elder scrolls online cities they’re massive and also have a lotta characters that can be killed and respawn after a certain amount of time (anvil in the gold coast which is where the dark brotherhood storyline takes place usually has more dead npcs than living just from people using it to farm achievements)

Morthal's presence under imperial control and being on the border of the imperial rule is actually an important part of the story. As a result, a sudden boost to the town's economy via the military was natural. Wasn't thinking that this series would give me an actual insight into the game's world, but here we are.

ive always had a soft spot for the smaller towns like morthal and winterhold with less going on, even if theyre objectively kind of lame compared to cities like markarth and solitude

They're cute, but after having to fight the seventh dragon just so it doesn't kill any important quest-givers who decide to run into the flame, the novelty wears off and I prefer the bigger towns.

This is by far one of my most favorite series on KZread. Never did I think I'd be so enthralled by a census done of Skyrim cities and towns (among other games), but here we are. Keep up the great work, and congrats on not getting that 3rd degree murder charge! What luck that the guy's head divorced itself from the rest of his body spontaneously.

Benor is kinda like the towns "muscle", if you beat him in a brawl he becomes a follower. Falion is the only person that can heal you from Vampirism, the town folk really doesn't like him. 6:45 is a vampire, she made Hroggar kill his own family (probably under a spell). The burnt down house can be found, and at night there is a ghost of a child there.

This is like a census, it doesn't matter if its temporary accommodation. The write up nonetheless covers this. Many of them are likely imperial, thus are permanently stationed there long term.

I don't think there is another town in Hjaarlmarch and as all hold treat their criminal differently (you can be a criminal in one hold, but not have any charge in another) I don't think that a guard would live in another hold that the one he works in.

Glad to see the enumerator was in fact not a murderer and that the agitator's head decided to pop off of the body of its own accord.
The clash of the dry, clerical world of labour statistics meeting the fantastical world of Skyrim reached its height for me with the sentence about half the town's commerce being run by "a wizard that the entire town hated." I laughed til I cried.
Thanks for providing this crucial information, very informative and a blast to watch.

I always get a giggle when you come on screen to give the press conference, and your hair is held in place with enough clips to bind a book. As someone who has spent a lot of time working for the government or for places that require a conservative appearance, those clips are letter-of-the-law and I love it. I wonder how many of my buddies would have done something like that if it meant keeping their luscious locks? I'm sure at least one.

Hroggar technically is employed (he works at the lumber mill) it's just impossible to see that without completing the quest "Laid to Rest" and saving him.

Alva is a vampire and shes employed as the towns blood sucker ... :) and also its her feeding ground if you have the dawnguard dlc you go to her as a vampire she tells you to hit the road jack this is her feeding ground and becomes somewhat agressive
