Does this imply that when we have external compressive forces only, that there will always exist shear forces in some direction (45 degrees rotated from our original set of axes).??

he just got the average between 2 sigma values by adding both values then dividing by 2 sigma average =(sigma1+sigma2)/2 ,which in this case will be =[(3000+(-2000)]/2=500 psi

Why is it that the relationship between the angles for mohr's circle and the stress element are different by a constant factor of 1/2? It's easy enough to memorize, but I just don't understand the underlying reason behind it.
