Run Mods Locker then click the unlock icon. If for some reason it does not fix then you should click the lock icon twice or three time until it is not locked. As an alternative solution you can also use cmd as administrator to restore folder permissions using the following command: ICACLS "%userprofile%\Games\Age of Empires 2 DE" /T /Q /C /RESET
