Ministers Ong Ye Kung, Tan See Leng respond to MP clarifications on FTAs, CECA

On Tuesday (Jul 6) in Parliament, Ministers Ong Ye Kung and Tan See Leng responded to clarifications sought by Members of Parliament? following their ministerial statements on free trade agreements (FTAs) and the India Comprehensive Economic Cooperation Agreement (CECA).
Among them were questions from non-constituency MPs including Progress Singapore Party's Leong Mun Wai who stated that his party is "not against FTAs".

    Resident labor 2020 Estm 2,345,000. The government has finally released the foreign workforce numbers for last year 2019. It shows that total foreign workforce in Singapore at the end of last year was 1,427,500. In particular, the number of foreign professionals, managers, executives and technicians (PMET) has slowly crept up. At the end of last year, the number of foreign PMETs (Employment Pass and S Pass holders) hit almost 400K at 393,700. This was the largest increase at 3.3% since the last general election in 2015.

    Justice over economy progress! We would rather have most people to be averagely wealthy or even slightly poor, rather than having a huge inequality gap among Singaporeans. So far we have seen tones of people from M'sia, PRC and CECA entering sg with fake educational certs to compete with locals , it is not Fair! They simply bought their certs then all of sudden able to earn the same or even higher amount of salaries than locals, that is totally unacceptable.

    Focus on CECA. Dun repeat information and success stories by the local. Whom made the 2nd phase of struggle in Covid-19 under control and whom made the development of businesses in Singapore sucessful, is local skilled labor. No others nationalities. We the parents fought and work hard for our next generations and not for others to take advantage of our investment. We the parents is the biggest investor to the only nature resources on this red-dot.

    Our locals are already at huge disadvantage compared to most other asian countries as our degree holder percentage per cohort has been much lower than those countries( averagely speaking only about 1 in 5 enters NUS, NTU and SMU), whereas in countries like M'sia, PRC, Taiwan, Korea, over 70% of their cohorts from each primary school eventually enter government universities, it is already unfair for us to be getting the same salaries as these imported FTs, not to mention that a large portion of them are actually holding on to fake college certs bought from their hometowns. We are now seeking justice that first. Foreign college graduates shouldn't be getting same or higher pays if they work in the same industries as local graduates. Second, we need thorough verification process set up by third parties to check on their foreign eduction certs, if anything goes wrong, not only that these working PRs and residents should be immediately expelled from our countries, their employers should be punished heavily as well considering many of them are actually helping to cover up the cases secretly. If these betrayers are not being severely dealt with who are we going to trust? there would be no more "Singaporean Pride" or identity.

    There is no necessarities for in-flood of any $3600-$4500 talents, we have alot of local on the ground. 130K- and avg 480K livelihood at stake.

    Do you know that you need to score straight AAA for your GCE A levels results in order to enrol into a local University Computer/IT degree? Why set the bar so high for our local kids until they cannot get in and we have to rely on FTs from India, in which their degrees are not even close to our NUS/NTU in global ranking? The govt should open the door wider for these degree courses for our local kids and route some of the Engineering and Social Sciences cohort into the Computer and IT-related courses. After all, isn't there a lack of IT talents and these are the best paying jobs that we should groom our local to take over.

    Agreed. We should have more universities with low ranking, so the students who are interesting in IT can have a chance to get the degree. Actually if you have a good grade for Math, you are qualified to study on IT. I am ok that AAA GCE A level is required for these 3 famous universities, but in real world, the IT guys just need a good logic and no need to be so good at other subjects. In other words, I saw many IT guys from these 3 universities don't have solid experience on IT knowledge. It's because they like to do management job rather than technical job. It means we need a lot of FT to fill the vacancy. If we have some more universities with low ranking, it will provide many local talent to fill the vacancy instead of FT.

    The entrance requirement is not arbitrarily set by the University or any government agency. Instead, the bar is set by comparing the number of planned intake against the number of applicants. For example, if NUS decides to offer 100 admissions for its IT course and there are 400 applicants, NUS will rank all the applicants by scores and set the bar around the 100th applicant's score, which is understandably straight As as many high-performing students wish to pursue a course in IT. There are also other less popular courses in local university that only require as low as BBBC for entrance. In other words, it works pretty much like the invisible hand of demand and supply. You are right to suggest creating additional educational institutions (hence increasing the supply) but it's utterly wrong to blame "someone" setting the bar too high.

    labor force is no relevant to birth rate. A person can start to work only after living for at least 18 years and with good job position education. The inflood is instant and it impact the graduating cohoct and the current local labor force. Prof Hoon !!!! guess you have never work in the fields - but just theoritical.

    Please name the MNCs which had come into Singapore and the no. of local PMET's hired ? What happen when creation is lower than disruption. MNC created in Singapore for X years and move back to HQ and retrenct all local employees. This type of job let the MNC enjoy the taxpayers paid infrastructure and than provide disruptive career for locals. And they dun care.

    Totally agree. My company has only promoted director or leadership only Indian citizens. None local citizens take leadership. In fact, the leaders are suck in their management skills and local staff can do better than them.

    The point of having a parliament debate is to discuss and come to common ground on the best policies to bring Singapore forward as one. Instead, Mr Leong keeps harping on the past and provide falsehoods, he needs to be factual and provide solutions to bring it forward. What’s the point of looking backward? How did MR Leong even got voted in? Oh god..

    How about solving the Trade problem between our consumer and the Hawkers and Big and small F&B. Eg. Apply FTA and offer Free Rental of space for 12 months. So local still can operate and survive during this Covid-19 period. Buying and selling Food is a form of Trade. Also sustain Electrical Tarrif - so as to sustain the business operations and hence sustain the jobs. Also solve the long lasting "cost of living" issues in Singapore for the median and low earning population.

    Govt needs to conduct survey with singaporeans in MNC especially those in middle level class. What is they feel in their company environment. Do positive evaluations and come out plan to block bad foreign leaders to out from Singapore.

    I am confused? Are the Investor MNC employees paying the MNC or MNCs employing the Singaporean PMETs. Easier to criticise but policymakers need time to gradually whittle the bad employer MNCs. If too tight, foreign investment goes elsewhere which will be Covid19 everyday, no business no tourists.

    Precisely is no to reach a certain numbers. But the essential skill sets which cannot be found. 1 local PMET out of work in Singapore - on avg 4-6 locals life are impacted.

    1 Local PMET job feed a family of 4-6 - with the aging population. It is easy to cut and paste and give answer base on question. It is not easy to find a good job after retrentment. I personally had been thru various cycle managing in-flood of Chinese FT and Indian FT. Public Services don't used these folks. So you don't understand the frustration when you cannot govern and common due to LANG barrier, cultural barrier...etc.. Learning from them and productivities are out of the questions - due to barriers and their upbringing.

    I don't understand why Mr Leong was interrupted. What's wrong with raising a question on low competitiveness in Singaporeans? Competitiveness is a driving factor that makes people work very hard, fosters personal development. Since such people are unwilling to be left out of competition, they have that inner drive to study more, work harder, and always improve on what they know or what they have. The top-paying jobs are highly competitive.

    Okay you analysed this whole situation good for you. However it’s more easily said than done. It’s difficult to maintain a balance between foreigners and locals. There are many jobs which foreigners take which locals do not want. It’s not so easy to just say there is too much foreigners. If there are no foreigners, economy will not grow. Regardless of how many local jobs are available it will not work.

    PSP is like an armchair quarterback - why did u not do this? If u need to change yr strategy last week then your whole game plan must have been wrong to begin with. It is like an armchair spectator telling a professional team how they should have played last week's football game! Globalization and the disruptive effects of the 4th Industrial Revolution are trends that cannot be change - we can only adapt to it and try to be ahead of others. So far we have not heard from PSP as to what their alternatives are. If only 500 out of 4 ,200 ICTs are Indian nationals then their argument holds no water. It was good that Leong Mun Wai and Hazel Poa had a chance to ask questions in parliament last week but I wish they would be more coherent and organized the next time - if they want Singaporeans to be able to follow their arguments.
