How can I add an project on azuredevops to an existing github repo?I do not see an option to import.

As long as your on-prem server can be seen by GitHub then the process would be the same.
are there any principal reasons for such migration ?

I've typically found it down to organisations personal preferences, teams change over time and so do their tool preferences.
