@@chu4love the video is made in the characters pov , the author is not saying that she thinks Hawks is lucky , Hawks himself thinks he he is , not that much lucky but compared to Tamura who was raise by a villain to end up in the hands of a more cruel on Hawks thinks that he himself was lucky to find a way out of it.

He only took hawks' quirk. Endeavour still has his quirk, he had it when he was fighting Dabi and that was miles away from the AFO fight.
