A team of about six dozen fighters - from its creation led by LLA warrior, captain Juozas Čeponis - Budrys. Chief of Staff in 1945 became Jonas Žemaitis - Darius. In the summer of 1945, commanders J. Čeponis, J. Žemaitis and Petras Bartkus decided to unite the guerrillas in Šiauliai, Raseiniai, Kėdainiai and Tauragė counties. To this end, he moved from Bedančiai Forest to Virtukai Forest in Kelmė County and set up a camp there.
