Based on dialogue this seems to the place after Ciel's route, but at the same time it makes no sense.

It takes place in another what if timeline. Like all other MBTL scenarios.

I'm disappointed, somewhat. I mean TM/FB proudly proclaim that Arc and Ciel get new scenarios but all we get is this? I thought we get a proper story akin to the Boss Rush Modes this time. Neco Arc, Mashu B and Boss Rush 2 are at least hilarious. But these 2 extra scenario's...meh.

well for story, we have tsukihime. i think these two scenarios are adorable but i agree trhat it would be good if we get a story in this game in the first place.
