Meet Frank Mugisha: A Ugandan Activist Daring to Speak Out Against Bill to Jail & Kill LGBQT People

We speak with Ugandan LGBTQ activist Frank Mugisha about a draconian new anti-gay bill the country is on the verge of imposing, which makes it a crime to identify as queer, considers all same-sex conduct to be nonconsensual, and even allows for the death penalty in certain cases. Both the Biden administration and the U.N. secretary-general are urging Ugandan President Yoweri Museveni not to sign the bill into law. Mugisha says anti-LGBTQ measures in Uganda reflect the legacy of British colonialism, which introduced anti-sodomy laws across Africa, as well as the influence of the U.S. religious right. "The homophobia and transphobia we are seeing toward queer and trans people in Uganda is from the West," says Mugisha, Uganda's most prominent gay rights activist, who could face decades in prison for "promotion" of homosexuality under the new legislation.

    There is a mindset that lgbt issues causes God to bring destruction if left unrestrained/legal. Personally, i feel the combination of extreme violence,rape 🚸 child trafficking in "normy"citizens, combined with large numbers of citizens linked to violent sub behavior in societal taboo'd sexuallity groups"( non normies)"can clearly cause a low energy downward spiral, or spiritual vortex of sorts. This is just a theory I've carefully awakened too after many year of bible research and meditated prayer. By and large,lgbt's are extremely non violent ,unless things have changed drastically in recent years.

    This draft piece of legislation didn’t materialise out of thin air. Mugisha is spinning some of the facts here & embellishing others. This issue started with their attempts at trying to ‘mainstream’ LGBTQ issues in Uganda when people just lived their lives trying to raise & educate their children. Indeed, “homosexuals” have always existed as our brothers & sisters in our communities. They were very few, an integral part of the culture, partook in our traditions & customs & no one ever spoke of them as a distinct “community.” It wasn’t until Mugisha & other foreign funded organizations started to organize public campaigns about this that divisions started to appear. This bill started out as relatively mild, albeit a controversial draft, that largely sought to curtail public displays, promotion, grooming etc. Foreign funded NGOs, including Mugisha’s, lobbied the US & the West to pressurize Uganda into dropping the proposed legislation & supporting LGBTQ rights. For years, the government’s response was “this matter wasn’t a priority for Uganda & the country had other more serious developmental challenges.” The US govt & media in particular, openly challenged Uganda for years at every opportunity. Some will recall when Christian Amanpour, still at CNN at the time, made LGBTQ rights her standard talking point with African leaders, including Uganda’s President. Pres Obama’s even threatened Uganda with aid withdrawal over it. What we see now, is in part a spectacular backlash to Western pressure, in particular to relentless US attempts at exporting its ‘culture war’ into Ugandan & generally African politics, society & culture. Despite my own critiques of the draft legislation, even I have to admit that the proposed legislation is wildly popular in Uganda & enjoys over 80% popular support.

    This is why African's need to completely know their history, culture, and above all Spirituality. You said Indeed, “homosexuals” have always existed as our brothers & sisters in our communities. The keyword is 'have always'. That is a false statement they have not always. You need to include after contact with the outside world that just happen to be Europeans. Words carry meaning.

Your implication that ‘homosexuality’ amongst Africans only happened because of contact with Europeans is simply preposterous, has no basis in history or reality & further exposes the paucity of your non argument. I grew up in an African village. There was always that odd person or a couple we knew were not quite like the rest of us. These were typically guys who were very feminine or ladies who were too musculine relative to the standard of the time. It was only much later when we became adults that we understood what it was & only when we went to the cities that we started seeing same sex relationships. It was nonetheless something that remained unspoken in our culture. This is therefore nothing new in that sense. That’s why we have indigenous African names for such people. That’s what I’m talking about when referring to ‘homosexuals’. The rest of the alphabet soup is a modern phenomenon.

    Zealously promoting homosexuality and transgenderism I believe is harmful to children. Honoring individual rights is one thing but promoting unnatural sexual behavior and normalizing such is harmful to families to children and to society. That is my opinion and the opinion of most of society. I do not wish harm on any LGBTQ person but trying to raise perversion to an acceptable societal level is harmful to the society.

What I explicated earlier was the factual history of this issue in Uganda (that the Guest deliberately left out), to explain why why Ugandan attitudes hardened & the escalation took place over the years. My starting point is, you’ll hardly find an expectant mother or father (even in the most liberal societies), wishing or praying for their unborn baby to be anything either than a girl or boy. That should tell you something.

    Yeah, I agree completely. It’s awful seeing this monstrosity from our country creep out to other countries. Hate is the only thing that really does actually behave somewhat like a “social contagion.” Which is ironic given the term was coined to push that very hate about “degeneracy” by fascists close to a century ago. The best thing is to inoculate people against hate with knowledge and compassion. But that’s easier said than done.

    It’s not their belief and culture. It’s the legacy of European beliefs and culture. Homophobia was introduced in Uganda by the British government when they colonised the region. The campaign was specifically led by Lord Lugard. American Republicans and Conservatives further amplified this British legacy and entrenched their toxic sensibilities into the national culture. One of the country’s earliest monarchs, Mwanga II, was a known bisexual who regularly had romantic affairs with men in his coterie. The British didn’t care about his homosexuality, they only used it as a tool to undermine his monarchy and image, to depose him. They only wanted the natural resources of the country and he was anti-imperialist, refused them access to looting the country. After the coup they launched against his Kingdom, he fled the country. They took over, installed his brother (a recent Muslim convert) and passed legislation to criminalise homosexuality. It was a very accepting society that that was radicalised with racist and Eurocentric belief systems, that went against their cultural norms. It’s the same throughout Africa and it was done through the introduction of Islam and Christianity, through Arab and European colonialism. This is the legacy of Arab/European colonialism, most Kingdoms in Africa had a fluid gender and sexual spectrum - including in their deities. Some African religions had patron saints for homosexuals - you don’t find this in Europe.

    Ugandans are probably seeing the insanity that is happening in the west with grooming kids into wanting to trans then chemically and physically mutilating them.     This comes from our own ‘Christian’ right evangelists in the US. In the 80’s when the ‘Christian’ right evangelists lost to the Gay rights movement in the US back then the ‘Christian’ right turned their attention to African. They said “You may have beat us on our own turf but now where gonna make you try to beat us in Africa. That’s why you see SOOOO MANY ‘Christian’ right evangelist style churches in Africa. They are funded by the right in the US. ‘Christian’ right leaders from the US fly to Africa ALLLL the time to help fund and set up their extremist brand of ‘Christianity’. Why do you think Trying was touting Stella Emanuel so hard? She’s from Cameroon, but still, it’s about forging the connection between America’s right wing brand of phony and hateful ‘Christianity’ with Africa’s ‘Christianity’.     When I challenge Christian Conservative abuse of their different neighbors, they respond by claiming it is their sincerely held religious belief that when Jesus commanded them to love their neighbors or to love their enemies, he was not suggesting that they should tolerate, respect, or love neighbors whom they find to be objectionably different. Christian Conservative claim it is perfectly consistent with Jesus’ concept of loving their neighbor if they disparage, discriminate, negatively stereotype, scapegoat, dehumanize, demonize, harass, abuse, ostracize, shun, oppress, and/or by other malicious means do everything in their power to damage the lives of people whom they have determined to be objectionably different. When I challenge Christian Conservative ethical-moral bankruptcy by saying, "We must not subject people who are different to the kind of malevolent treatment that we ourselves do not wish to be subjected to," they respond by saying, "That subjective man-made ethic is not Biblical and they only accept what the Bible says." When I challenge Christian Conservative hypocrisy by saying, "We must demand of ourselves adherence to the same ethical standards of integrity that we demand of others," they always run away saying, "Don't ever contact me again." This is just one of the many reasons why I am not a Christian Conservative. My life can be taken from me, but my integrity? Never. What about you?

    If God is all good, he won't be blessing Uganda, on the contrary he would be condemning those who hate others just because of who they were born as. Looking at the state of the world these days, it seems logical that God has left this pace along time ago. There is a glimmer of hope seeing the atheist movement grow and grow. Most atheists are far more ethical and moral than many religious folk who think that what is going on in Uganda is a good thing.

    I believe that, as a gay man Amy's age who also donated to Bernie Sanders' campaign, I need to provide a little clarification regarding Amy's statement: "according to the ACLU, there have been 419 anti-LGBT laws introduced in the United States in just this year alone." I am not sure what the ACLU means by that claim or why Amy tied that claim to the Ugandan situation, which clearly seem far more draconian than anything that seems to have been proposed in the U.S. Were the "419" sprinkled throughout various levels of government (e.g., Congress, state legislatures, even counties and cities)? Also, since most sitting members of any governmental body can "propose" legislation, it is important to know how many of them passed. In addition, how do the ACLU and Amy define "anti-LGBT"? Some proposed laws, in conservative states, that are cavalierly called "anti-LGBT" by the corporate media really aren't anti-LGBT at all; they merely place reasonable restrictions (in my mind) on Mengele-like hormonal treatment (euphemistically termed "gender-affirming") on children and what can be said (if anything) about sex to very young children. This is in no way similar to what seems to be happening in Uganda and other African countries. We progressives need to be VERY careful about broad generalizations about the LGBTQ community. The community's crowned spokespeople were not elected by the LGBTQ community but were, instead, crowned by the media or some other Establishment entity. There ARE many dissenting voices within the community that will never be heard, that are permanently silenced and writhing in frustration. Now, a word about trans kids. No kid who is ten, eleven, or twelve can possibly know what it "feels like" to be another gender inside. This message is being fed to them by adults. In fact, the whole idea that anyone can know what it "feels like" to be anyone else inside is a logical impossibility. Peoples' sexual identities ARE unique. All a kid CAN know is what he/she likes, doesn't like, and to whom he/she is attracted. The conclusion drawn from that is drawn by the superimposition of limited cultural definitions of "male" and "female" onto the child. Growing up, I liked art and threw a baseball "like a girl," as they say. In today's environment, adults probably would have manipulated me into consenting to hormone blockers and female hormones so that, by the time I turned 18, I would be so far gone that I'd figure I had no choice but to go all the way. And that probably would have meant a lifetime of expensive maintenance and, possibly, suicide. These treatments are crimes against humanity, crimes against children, crimes against gays, and crimes against any child whose parents wished the child were the opposite sex. And no one should DARE call ME "anti-LGBTQ" or a hater simply because I don't, and will never, conform to what our so-called community leaders/spokespeople say the requirement is.

    Let's face facts. Fighting for Lesbian-gay- Bisexual (LGB) rights in Africa might see some success. But Trans, Queer + (TQ+) rights would just be too much at this time for Africans, Arabs, Latinos, and Asians, etc to accept. It took years for western countries to get to where they are now. Do not expect Africans and others to go along as soon as the west recognizes the rights of a new group. Leaders of non-western countries cannot be expected to embrace the west's views and beliefs, completely ignoring centuries old traditions, sentiments, and beliefs of the majority of their population.

    Actually no that's super simplistic. For example, the countries with harsh punishments for LGBT folks in Africa are former British colonies and there are democracies where being gay is criminalized and where some democracies are backsliding on LGBT rights. Angola a former portuguese colony and is authoritarian just voted to give LGBT people rights and one of the biggest pop stars in a Trans women Titica. It's more complicated than Democracy v. Authoritarianism. Also LGBT laws across the world are being supported by American Evangelical churches

Progress of a sort, I suppose. At least they’re not thrown off building tops. But they are still a second class citizen because gay marriage is still not recognized. Freedom House rates people’s access to political rights and civil liberties in 210 countries and territories through its annual Freedom in the World report. It scores Angola in the lowest ‘Not Free’ category. Go look at any countries of the 80 countries that still don’t have electoral democracy (like China, Russia, North Korea, Iran) and you’ll find they usually also lack strong individual rights and rights and protections.

    I remember reading Sobonfu Some's "The Spirit of Intimacy" years ago, and I recall a chapter that made me think LG persons were considered to be wise ones in Africa. I did not finish the book based on that chapter, and my Western indoctrination. I'll revisit the book with a more open mindset... very sad for the oppression.

    As a black American.. I’ll say it again. I don’t think LGBTQ were a major concern if at all from the get go. What happened is that Americans blew the situation out of proportion and now expect other nations to do the same. Why would uganda follow the same foot steps of America … and watch it’s citizens become polarizing overnight. If all you can do is scream human rights and not see what’s happening across the board as a whole.. you’re lost. I have no ill will to the group…. But they got out of hand awhile ago

    @@superdupeninja8149 I think there is a misconception with the death penalty. I believe that’s only if you’re messing with a minor as an adult or spreading HIV. That being said, like I said, if you keep wearing out your welcome telling others what to do when your own nation can’t get it right… what do you expect? Africa as a whole struggles due to arguing politics, but if they all come together and say F that shit….. you just gotta respect it and move on

    Now every where I look is a black trans person seeking rights. Please we where never described as such. Do not make it so that someone can say "it started with the black community". I do not consent to such categorisation and that is why Christianity is clearly tornished. Going against everything that was taught. How can I not turn my back on this Jesus.

    These nations are Israelite nations and they take the teaching of their ancestors very seriously. The teachings of abraham, moses and Jacob/Israel. Its is forbidden to have sex with someone of the same sex in these nations. Respect the laws in other countries...focus on your country.
