Where does one go to get experience with this sort of training? Ive been working at a doggy daycare for several years now. I feel its nearly time to move on. And this seems very interesting and fun to me.

I watch this over and over, soaking up proper ism on this dog training.

there should be some warning before a whistle :D

?? Why is the decoy saying "good boy" instead of the handler? Seems to me this would make the dog think its ok to bite a non-threat and expect approval.

The dog should never be scared of the decoy. If they decoy never gives praise or reward, the dog only associates them with a "just bad, bite now" kind of perspective. You will see in a lot of PSA trials that the dog has to walk with the decoy without showing aggression, but if the dog only associates the decoy with biting, it is harder for the dog to work WITH the decoy. (Take this with a grain of salt, I am only starting but this is what I have gathered from my mentors!)
