This is nowhere near 10mm cable. Anyone who wires a fan in 10mm is not an electrician. Bathroom fans are usualy wired to the lights so that when you switch the light on it automaticaly turns the fan on. While ther is no regulation in BS7671 as to the size of cable to use, Most fans are wired in 3 core and CPC 1.5mm cable. This enables you to have a permanent feed for the over run of the fan plus a swith live for the fan to come on when the light is switched on. The cable you have looks to me to be 2.5mm which is usually used for ring final sockets.
