the ice is for the copper line so it chills the water its not used in the drink

Pretty sure the ice just cools the copper lines that the water is flowing through. I don't think the water touches that rusty box either. That's just a cooling unit. The powder is probably sodium bicarbonate to give the fizz. The sock thing on the spigot is probably there to give the water a little bit of air or oxygenate it.
