Then all he needs to do is have like oak st. run into Ash st. Ash street goes freaing no where and then Oak turns into Pine st. all of a sudden. Then on the whole other side of the city, have a street thats abruptly ends and then is continued all the way on the west side of the city from the east side. Also make sure to have massive pot holes in the roads and then fill them in with gravel but not pack them down and don't use asphault.
