Will it keep cycling between on and off constantly? I want to use a circuit like that for a heater, to keep it cycling on and off instead of being constantly on.

IF I USE DELAY OFF CIRCUIT TO TURN OFF A DEVICE AFTER CERTAIN PERIOD, AFTER SUCCESSFULLY TURNING OFF, WILL THE CIRCUIT STILL CONSUME POWER !
