That depends entirely where you live. Where I live I don't need anything. Some places have lots of requirements, inspections etc. You'll need to contact your local department of health and/or department of agriculture. Hope that gives you some direction.

Seeds labeled for Micro greens tend to be of a higher quality, cleaned and managed better then those for gardens. Some seed company simple charge more for the "labeling". Some sell off their "old seed" meaning they don't worry about percent of germination. Think of it like popping corn.... sometimes every seed pops, other times a percentage does not! The quest then, is it the seeds or methods!? --- Or, by nature, some seeds naturally are poor. You ant the cleanest (spell that less negative outcomes such as mold, fungus, or rot), highest yielding seeds you can afford, then use the best methods you can to produce the best produce while reducing your risks of being sued.... :)

you're gonna want untreated seeds vs treated. No pesticide contamination vs seeds that are treated with fungicide, herbicide or pesticide. When these plants grow to full maturity the contamination levels are very low risk. However if you're growing micro greens the contamination can be quite high, so its something to think about and take seriously in my opinion.

If you have the product and the market to support it then yes. That would be a pretty big operation. I'd start small and work you're way up to it though. The key is to verify that you have a market to sell that amount of product to.
