Isn't that a rule that you first MUST write down opponent's move before playing your move? Carlsen broke it at least before he captured fxe4. I remember in candidate match Smysliv vs Ribly, that Ribly pressed the clock and started Smyslov's clock when he didn't do this. Has this rule changed since?

it's not a rule i'm pretty sure. As long as Magnus writes down the moves played he can write them later. If you watch the Queen's gambit series then this is done often in it.

According to Article 9.2 or 9.3. A player may reply to his opponent`s move before recording it, if he so wishes. He must record his previous move before making another.
