The additional surcharge you have talked about over 35% basic tax seems normal. This seems to me in line with progressive tax system. Even in the UK, the richer you get the more tax you pay. So, if you salary is above 800k then I guess its a handsome amount for an individual and he should be paying more tax. I am not justifying the rate etc. All I am saying is its a normal practice. I don't know why you are portraying it as a tax penalty on paying tax.
