They are not public. Biden would have had to have been informed that they would be used for that purpose, prior to recording them. Besides, he has an Executive Order not allowing them to be released. That will be in court for months.

Like the White House does to Biden’s transcripts, they edit and doctor it to remove gaffes. It’s an insane practice because Biden’s speeches are recorded and can be compared to the officially released transcripts.
