It's sad because Chloe is so distraught with her fathers death that she goes out late at night partying. Meanwhile her poor mom is at home waiting for her... And she's in an expensive school her mom can barely afford. Meanwhile, Chloe's mom LIES for her to keep her in that school AND makes her breakfast the morning after she's in trouble for going out late. Honestly. Chloe is a crappy person and the death of her father doesn't justify how she treats her mom.

I mean, Chloe isn't a perfect character. She's not meant to be. If you played the original game, you see how she cares too much about herself to actually help others around. That's why at the end of the original game, Chloe tells Max that all this time she cared about herself and her own motives too much to see the problems around her. She willingly tries to convince Max that her dying will help prevent the storm, and she tells Max, that her life is not worth the lives of the people in Arcadia Bay (including her mother's, AND stepfather's). The character (in this case Chloe) finally realizes the flaws of themselves, and tries to correct the flaws by sacrificing themselves. Chloe is far from being a architectural perfect character, but that's the point the game makers are trying to emphasize.

Of course but it's generally true. I was a teenager once (not very long ago). I've spent plenty of time around teens. They tend to be embarrassing, especially the fringe/nerd/edgy ones. I was definitely fucking irritating/embarrassing at 16.
