what's a safe hollowing depth with this system

Bill, the standard 3/4" dual ended bar is 17" long and can be used to hollow up to about 10-12". Lyle makes an optional 1 1/8" diameter bar for the same system that allows hollowing up to 17". I hope this helps.

On my Jet 1642... Once the cutter is centered on the spindle. If I move my tool rest back toward the tailstock the cutter lowers below the center line. Is this normal? Is my set up wrong? Am I retarded?

Andrew, thanks for watching and this is a good question. What is going on is that your hollowing system is not parallel with the lathe bed. In your case the rear of the system is higher than the front. So when you pull the tool rest back that angle gets exaggerated. To fix this, plumb your hollowing system to the lathe bed. If your lathe is level then you can level the hollowing system. In other words the lathe bed and the holloing bar need to be parallel. Note that level and plumb are distinctly different terms. I hope that helps.
