They knew exactly what they were doing by building an illegal house or structure where it doesn't belongs. The government doesn't have to give them more time. Hopefully, they will learn that their lawlessness got the best of them.

As if you are blind, can't you see it is a case of negligence and disregard to law. You can see stop work, yet people wil continue to work and even plaster or paint on the warning inscription. Therr is no developed world without order and respect to state laws.
