    I remember I actually failed this case because I charged Varley, man was I pissed the fucking evidence told me it was Varley. Oh well I did it again and got 5 stars

    I honestly thought varley was the culprit but as soon as the chief chewed me out I quit to the main menu and just charged Matthew

    Well Matthew is the biggest wise ass out of the two. Has a criminal record, has been passing out “Fuck the police” pamphlets, and uses the term “fascists”.

    its easy Ryan says when you reverse the diafram and turn on the pilot light a small flame comes out Varley says you get a big blast Ryan tried to dumb down that fact

    Don't mean to sound like a dick...but I cannot in good conscience take it as honest detective work. If Matthew didn't do it, he didn't do it and therefore should be let go. I guess that's not the most politically correct place to take in that, and therefore I will probably get "promoted" to patrol/desk sergeant and never again handle an investigation.

    in the game they forgot to make you ask ryan the question if the mosquito coils where his cause varley says ryan asked him to put them in his locker

    It would lead nowhere, Ryan would just say that Varley is lying and there is really no way to prove Varley is saying the truth.

    It was Varley, though not really him as we would find out. Mainly, it was established that the Suburban Redevelopment Fund was the ulterior force that was making the houses which owners reluctant to sell disappear via destruction. Varley was the one who was working for them, NOT Ryan. Ryan did not outright LIE to defend himself on that particular question. Simple root cause analysis would indicate Varley, even if he may be the smallest fish in the whole scheme. Secondly, Ryan's main beef was against InstaHeat, the company that bought out Haphaestus, the one he used to work for. As an anarchist or not, he would have more of a motive to take down InstaHeat in vengeance, not be in cahoots with Suburban. That would mean that any house that was serviced with InstaHeat would be in some premeditated danger, not just the ones being burned up for Suburban. That was an established fact, so I couldn't have pinned that on Ryan. Thirdly, Ryan was "cleared" of his previous crimes, though Varley wasn't. The circumstances doesn't support Ryan being on a criminal track but rather with Varley given he's already a fugitive. Getting deeper in the mud of abstraction, Ryan's motivations are more of an ideological sort given the pamphlets and again, his campaign would see to it that InstaHeat suffers the most when in all truth, the Suburban Redevelopment Fund is seeking anyway they can to get someone's house in that area, arson being the most expedient.

    ***** As much as I hate Communism myself, I simply try not to let it cloud my judgment. Though definitely Ryan should definitely have a big profile, but my theory was a pursuit to get to the "big fish" behind it all.

    But Varley goes to jail anyway because at 3:42 Cole tells Varley faith is that he would either going back to Detroit to face a murder rap, or staying in L.A. to answer for arson.

    After Cole correctly responds to the Work at Sawyer Residence question, there should be a new clue called "Reginald Varley's Statement", indicating that Varley testifies that the Suburban Redevelopment Fund wanted Sawyer out and that a free service was thrown in due to multiple complaints, despite the fact that he still refused to sell afterwards.

    @Supergibb Not really, you can burn stuff with the Coil and they found that the house was burnt using coil to make the fire bigger

    I arrested Varley and I got yelled at. How the fuck is it not Varley? Or is it neither of them since in the next case Phelps says it was the same guy who burned the other 2 houses down.

    Late but this case suffers the same situation from the homicide cases when you have 2 suspects and it's truly neither of them. The key evidence in this case is the opened Moz-Kill pack in Varley's locker. It's explained earlier in the case that you use a mosquito coil as a time delay fuse and when the gas reaches the burning coil, BOOM! Varley said that he was holding them for Ryan because Ryan's locker is full of pamphlets. Now you can argue that Varley could be lying about that statement but cops being cops, especially in this time period, they don't want it going back and forth of it either being Varley or Ryan so they just pin the one on who owns the mosquito coil.

At long last, after all those years, someone finally came along and gave him the closure he so desperately sought, for the question that kept him awake at night since 2011-2012 or so.

    if you charge varley the captain gets pissed and says you got the wrong guy, how the fuck would he know? the evidence is piled up almost equally against both of them and hes already wanted for murder in detroit basically hiding out in LA, the logic in this game fucking sucks, but then again he might be angry cause varley works for leland monroe, i think at one point you find a list of people in his pocket and i think the captains name was in it, giving away the fact that monroe might have called the captain telling him to let go of varley

    It seems to me that there is more evidence against varley but still not enough to prove anything. This game is just dumb sometimes I guess. Instead of a detective game they just try to shove the "police are corrupt" narrative in every scene. I like a good story but I just wish rockstar wouldn't string me along thinking I had some control over what happens.

    When I charged Ryan the commander told me I did such a good job and got the right guy. I restarted and did it again and charged varley and my commander went nuts screaming at me saying “I fucked up and got the wrong guy” .....
