Right notes indeed.
From the time of project approval, it takes years before the project starts, thereafter stops after 6 months for another 3 years.. In the meantime contractors get paid in advance & spend the money & can't continue, then run away, which leads to projects not being completed.. Contracts handed to tenderpreneurs must first come to an end if quality, speed & completion is the desired result.
